For the purposes of this debate, high-risk sexual activities are practices that carry an elevated risk of stigma, policing, or personal harm. Examples of this include but are not limited to:
1. Cruising, the process of seeking anonymous, casual sexual encounters in public or semi-public spaces,
2. Chem-sex, the act of engaging in sexual intercourse while under the influence of hard drugs,
3. BDSM, a set of sexual practices involving bondage, domination, sadism and masochism, and
4. Unprotected sexual intercourse with multiple sexual partners
